Implementasi Kebijakan Rehabilitasi Anak Terlantar di Panti Sosial Bina Remaja Harapan Bengkulu
Abstract
The abandoned child rehabilitation policy is a series of actions taken by the government and related institutions to address the problem of children who do not have a permanent place to live, do not receive adequate care, or are abandoned by their families. This policy aims to ensure that these children receive protection, care and opportunities to develop optimally. This research aims to determine the implementation of the neglected children policy at the Bina Pemuda Harapan Bengkulu Social Home. The type of research used in this research is qualitative with a descriptive approach. The unit of analysis in this study consisted of 8 (eight) informants chosen deliberately who were considered to know best what the researcher expected. Data collection techniques include observation, interviews and documentation. The results of this research show that the implementation of the policy for the rehabilitation of neglected children at the Bina Pemuda Harapan Bengkulu Social Home has gone quite well in terms of organizational indicators, where implementing the policy is supported by an organizational structure that works well in accordance with their respective roles, then in determining and Target networking is supported by collaboration with Social Services in the Province, City and Regency. On the indicator side, interpretation has not gone well, this is because in its implementation there are still obstacles experienced by policy implementers and policy recipients. then there is a lack of funding support so they only rely on the APBD. On the indicator side, implementation has not gone well, where 12 programs have been implemented to provide benefits or positive impacts for children in these institutions. However, in its implementation, there are still several obstacles or problems faced, such as limited funds, dormitory facilities, and children's difficulty in following existing rules.
