Peranan Dinas Koperasi dan Usaha Kecil dan Menengah (UKM) dalam Memberdayakan Usaha Mikro Kecil Menengah (UMKM) di Kota Bengkulu
Abstract
This study aims to analyze and describe the role of the Bengkulu City Cooperatives and Small and Medium Enterprises Office in empowering Micro, Small and Medium Enterprises (MSMEs) using the theory of Gede Diva (2009), which states that the government has a role as a facilitator, regulator, and catalyst. The research method used is a qualitative method with a descriptive approach. Data was collected through in-depth interviews, observations, and documentation. The results of the study show that the role of the Bengkulu City Cooperatives and Small and Medium Enterprises Office is very significant in empowering MSMEs to create a sustainable and competitive business ecosystem. . As a facilitator, the agency has tried to provide various training and mentoring to improve the skills and knowledge of MSME actors. As a regulator, the agency establishes various policies that support the sustainability and growth of MSMEs supported by government programs, including easy access to licensing and business protection. As a catalyst, the agency encourages collaboration between MSMEs and various potential parties to expand their market access in order to increase MSME income. However, this study also identified several obstacles faced, limited resources, and a lack of understanding of MSME actors about the programs offered.
