Abstract

The implementation of public order and public peace aims to achieve conditions that are conducive to all aspects of community life and it is hoped that the implementation of public order and community peace can be implemented optimally in order to create peace, order and comfort. The aim of this research is to determine the implementation of City Regulations. Bengkulu Number 03 of 2008 concerning Peace and Public Order in the Bengkulu City Area. This research method is qualitative descriptive research. Qualitative descriptive research is a research procedure that produces descriptive data in the form of written or spoken words from people and observed behavior. Handling is carried out in a structured manner from the Social Service in terms of maintaining peace and public order, from superiors who make policies to subordinates who handle this matter. This is because there is a lack of strict outreach for beggars and street children because in the letter which calls for the time to carry out executions in the field, it cannot be confirmed when it is time to carry out executions on beggars and street children. These beggars and street children are stubborn or difficult to regulate by the government, and still ignore the letter of appeal that has been circulated by Bengkulu City Civil Service Police Unit personnel.
