SCADA System Design for Enhancing Power Distribution Reliability at Sultan Mahmud Badaruddin II International Airport Palembang
Abstract
Reliable electrical distribution is essential for critical airport operations, yet the electrical system at Sultan Mahmud Badaruddin II International Airport, Palembang, still depends largely on manual monitoring, field-based parameter recording, and decentralized supervision. This study aimed to develop a site-specific Supervisory Control and Data Acquisition (SCADA) architecture that integrates monitoring, data acquisition, communication, and supervisory control within a centralized environment. A site-specific engineering-design case-study approach was used, combining on-site technical survey, asset and network-configuration inventory, operational-needs analysis, technical specification, and Detail Engineering Design development. The assessment identified a 4,330 kVA utility supply, 51 medium-voltage panels, 14 transformers, three synchronized 1,000 kVA generator sets, mixed closed-loop and radial feeders, legacy analog protection, and limited centralized monitoring. The proposed architecture integrates a central control room, dual real-time servers, operator workstations, RTUs, fiber-optic communication, alarm and event management, historian functions, energy monitoring, and multi-protocol interoperability. Protection modernization, relay-coordination review, validated interlocking, communication testing, and cybersecurity assessment are treated as prerequisites for commissioning remote-control functions. The design therefore provides an engineering foundation for improved observability, controllability, interoperability, and maintainability. Because implementation and field-performance testing have not yet been completed, no quantitative improvement in recovery time or reliability indices is claimed.
