Vocational Education Expansion: Identifying Vocational High Schools for Program Opening at State Islamic University of Sultan Aji Muhammad Idris Samarinda
Abstract
This study examined the spatial and sectoral alignment between the supply of vocational secondary education and regional economic demand across 10 regencies/cities to provide an evidence base for vocational teacher-education development at the State Islamic University of Sultan Aji Muhammad Idris Samarinda (UINSI Samarinda). A quantitative descriptive design combined spatial-economic mapping and overlay gap analysis using 2020–2025 secondary data for 221 SMK/MAK, institutional status, accreditation, ISO 9001 adoption, vocational-program profiles, sectoral gross regional domestic product, and regional policy documents. Of the 221 schools, 60.6% were private, while 58.8% were concentrated in Samarinda, Kutai Kartanegara, and Balikpapan. Accreditation B predominated (51.6%), compared with Accreditation A (23.5%) and C (21.7%), and only 16.3% had adopted ISO 9001. The overlay identified critical horizontal and structural under-supply in construction, geomatics, mining-related technologies, industrial processing, and applied agribusiness in several IKN-buffer districts, alongside over-supply of conventional office-administration pathways in major urban centers relative to emerging digital-logistics demand. The findings support prioritizing vocational teacher-education concentrations in construction engineering, applied agribusiness and bio-industry, and digital technology and logistics, complemented by regional Vocational Professional Teacher Education (PPG). The study implies that program expansion in higher vocational education should be preceded by recurrent, region-specific spatial-economic demand mapping rather than enrollment trends alone.
